How to fill in the All Indonesia arrival declaration

All Indonesia is a single digital arrival declaration that covers immigration, customs, health and quarantine. Since 1 October 2025 it is mandatory for international passengers at all of Indonesia's airports, seaports and border checkpoints, for Indonesian citizens and foreign visitors alike. It is free on the official site, allindonesia.imigrasi.go.id, and in the official app.

What you need before you start

  • Your passport: you will enter your country, full name, date of birth, sex, passport number and passport expiry date.
  • An email address.
  • Your phone camera, if you want to scan your passport's machine-readable zone instead of typing.
  • A list of the goods you are carrying. Animals, fish, plants and their products must be declared. If you carry prescription medicines, Smartraveller says you may be asked to complete an Indonesian Food and Drug Authority form about them.
  • The countries you departed from, transited or visited in the 21 days before you left for Indonesia, for the health questions. You will also be asked about symptoms such as fever, cough, shortness of breath, sore throat, swollen lymph nodes, or a skin wound or rash.
  • A visa, if you need one. A visa is separate from All Indonesia (see Cost).

Step by step

These steps are described by an Indonesian immigration office (Karawang, January 2026). The official FAQ does not mention an account, so sign-in may work differently on the website and in the app.

  1. 1Open allindonesia.imigrasi.go.id, or download the All Indonesia app from Google Play or the Apple App Store.
  2. 2Create an account. Fill in the registration form, verify your email with the OTP code sent to you, then log in.
  3. 3Start a declaration and choose the arrival card type: Indonesian citizen (WNI) or foreign visitor (WNA).
  4. 4Enter the traveller profile: country, full name, date of birth, sex, passport number, passport expiry date and email. Type it in or scan your passport's machine-readable zone with your camera.
  5. 5Complete the immigration, health, customs and quarantine sections. Declare any animals, fish, plants and their products.
  6. 6Submit. Your arrival card appears as a QR code. Download and save it.
  7. 7Keep the QR code saved so you can show it when needed, and show it to immigration and customs officers when you arrive.

When to submit

You can complete the declaration from 3 days before arrival up to the day of arrival. The US State Department says you cannot submit it more than 72 hours before arrival.

The official FAQ recommends completing it before you board, so your data is processed before the airport inspection.

If you have not completed it by arrival, you can still enter, but you must complete it on arrival, which may delay your customs, immigration and quarantine checks. On arrival you can scan a QR code and use the available Wi-Fi to fill it in.

On connecting flights, fill it in for your final destination in Indonesia, not for the transit airport.

Cost

The All Indonesia declaration is free. The official FAQ says the app is free to download and use and that filling in the declaration is free of charge. The UK FCDO and the US State Department also say it is free.

All Indonesia is not a visa. The costs below are separate from the arrival declaration, are paid on different official systems, and apply only to some travellers. A visa must be approved before you arrive: one approved after entry is not valid.

  • Visa on Arrival (VOA): IDR 500,000, payable by cash or card, for up to 30 days, single entry (UK FCDO). Indonesian immigration says it can be extended once by 30 days, and the extension also costs Rp 500,000.
  • e-VOA: IDR 500,000, plus a small online processing fee (Smartraveller). Apply on the official e-visa portal, evisa.imigrasi.go.id. Smartraveller says to apply at least 48 hours before travel; the UK FCDO advises applying at least one week before you leave.
  • Bali tourist levy: Rp 150,000 per person, once per trip, cashless. It is a Bali provincial charge, separate from the visa, paid through Love Bali (lovebali.baliprov.go.id) online before travel, at counters at Bali's airport and seaport, or through registered points such as hotels.
  • Bali levy exemptions: diplomatic and official visa holders, transport crew, KITAS/KITAP holders, and family unification and student visa holders show their card. Golden visa and other visa holders must apply for exemption through Love Bali. Smartraveller says transit passengers are also exempt.

Families and children

  • You can declare individually or for your family or group.
  • Each traveller must enter their own passport details. The lead traveller's passport cannot be used for the others.
  • Only the lead traveller's QR code needs to be shown at inspection.
  • Stay together as a group until the customs, immigration and quarantine checks are complete.
  • Indonesia's launch statement says the system serves group travellers, including the elderly, people with disabilities and children.
  • For entry in general, the US State Department advises bringing a copy of each child's birth certificate or other proof of relationship.

Who needs it

  • All international passengers entering Indonesia, both Indonesian citizens and foreign nationals.
  • It applies at all airports, seaports and border checkpoints since 1 October 2025.
  • Foreign crew: select "No Visa" in the visa field. Immigration officers handle the rest on arrival.
  • The official FAQ lists no exemptions. If you think you may be exempt, check the official site or ask an immigration officer.

Fake websites: how to spot them

The official places to fill in All Indonesia are the website allindonesia.imigrasi.go.id and the official All Indonesia app on Google Play and the App Store. The UK FCDO says the service is free and that travellers "should avoid accessing alternative websites or email links that request payment for this service".

  • Check that the address is exactly allindonesia.imigrasi.go.id. The official e-visa and e-VOA portal is evisa.imigrasi.go.id, and the Bali levy is paid at lovebali.baliprov.go.id.
  • Do not pay any website or email link for the arrival declaration. It is free.
  • The UK FCDO warns that fake visa agents may take your money and fail to provide a visa, or provide the wrong one.
  • In 2022, Indonesian immigration warned that indonesia-evoa[.]com was a fake site imitating the e-VOA payment process and appearing at the top of Google results.

Common mistakes

  • Using the lead traveller's passport for the whole group. Each traveller enters their own passport.
  • Filling it in for a transit airport instead of your final destination in Indonesia.
  • Leaving the group before the checks are complete, when only the lead traveller's QR code was shown.
  • Waiting until arrival. It is allowed, but it may delay your checks.
  • Submitting too early. The window opens 3 days before arrival.
  • Paying an unofficial website or email link for the free declaration.
  • Not declaring animals, fish, plants and their products, or travelling with prescription medicines without a copy of the prescription and a doctor's letter, which Smartraveller advises carrying.
  • Need help? Ask airport staff or an immigration officer at the checkpoint. For health quarantine questions, email helpdesk@kemkes.go.id. For animal, fish and plant quarantine, email humas@karantinaindonesia.go.id.

Common questions

Is All Indonesia free?
Yes. The official FAQ says the app is free to download and use and that filling in the declaration is free of charge. Use only allindonesia.imigrasi.go.id or the official app.
Is All Indonesia the same as the e-VOA?
No. All Indonesia is a free arrival declaration, not a visa. The e-VOA is a visa that costs IDR 500,000 plus a small processing fee, applied for on evisa.imigrasi.go.id. Smartraveller says to apply at least 48 hours before travel; the UK FCDO advises at least one week before you leave.
Is the Bali tourist levy part of All Indonesia?
No. The Bali levy is a separate Bali provincial charge of Rp 150,000 per person, once per trip, paid through Love Bali at lovebali.baliprov.go.id.
When can I fill in All Indonesia?
From 3 days before arrival up to the day of arrival. The official FAQ recommends completing it before you board.
Can I fill in All Indonesia on arrival?
Yes. You can scan a QR code and use the Wi-Fi on arrival, but it may delay your customs, immigration and quarantine checks.
Can I fill in All Indonesia for my family?
Yes. You can declare for your family or group, but each traveller's own passport details must be entered. Only the lead traveller's QR code is shown, so stay together until the checks are complete.
Do I pay the Bali levy if I am only transiting through Bali?
Smartraveller says the exemption "applies to transit passengers and certain visa holders". If you visit Bali after arriving elsewhere in Indonesia, you still pay: Bali's 2023 regulation charges foreign tourists each time they enter Bali, whether directly from abroad or through other parts of Indonesia.
