Bali customs declaration: now part of All Indonesia
Short answerYou no longer fill in a separate Bali customs declaration (e-CD). The customs questions are part of All Indonesia, Indonesia's free arrival card at allindonesia.imigrasi.go.id, mandatory at all international airports since 1 October 2025.

The e-CD is now part of All Indonesia
All Indonesia is one digital arrival declaration for immigration, customs, health and quarantine. The official FAQ says that once you complete it, you no longer need to fill in the Electronic Customs Declaration (e-CD) or paper forms at the airport.
It started at Bali, Jakarta and Surabaya airports and Batam seaports on 1 September 2025, and at all international airports and seaports on 1 October 2025.
You can fill it in from 3 days before arrival, on the website or in the official All Indonesia app. It is free.
What the customs part asks
- The goods you carry. Animals, fish, plants and their products must be declared for quarantine checks.
- Indonesian Customs says personal goods worth up to USD 500 per person, per arrival, are free of import duty and tax. Above that, 10% import duty plus tax applies.
- Customs may check goods such as cash or other payment instruments worth Rp 100,000,000 or more, medicines, weapons and goods not for personal use.
- Answer honestly: Customs asks travellers to fill in the customs declaration truthfully.
The Bali tourist levy is separate
- Bali tourist levy: Rp 150,000 per person, once per trip, cashless. It is a Bali provincial charge, separate from the visa, paid through Love Bali (lovebali.baliprov.go.id) online before travel, at counters at Bali's airport and seaport, or through registered points such as hotels.
- Bali levy exemptions: diplomatic and official visa holders, transport crew, KITAS/KITAP holders, and family unification and student visa holders show their card. Golden visa and other visa holders must apply for exemption through Love Bali. Smartraveller says transit passengers are also exempt.
Fake customs declaration sites
Indonesian Customs has warned about fake sites that pose as the customs declaration, show an amount to pay at the end, send you to payment apps and show a fake barcode. It named ecd-indonesia[.]com and ecustoms[.]id. The declaration is free: use only allindonesia.imigrasi.go.id or the official app.
Common questions
- Do I still need the e-CD for Bali?
- No. The official All Indonesia FAQ says that after you complete All Indonesia, you no longer need the Electronic Customs Declaration (e-CD) or paper forms. Its customs section replaces the e-CD.
- Is All Indonesia free?
- Yes. The official FAQ says the app is free to download and use and that filling in the declaration is free of charge. Use only allindonesia.imigrasi.go.id or the official app.
- Can I fill in All Indonesia on arrival?
- Yes. You can scan a QR code and use the Wi-Fi on arrival, but it may delay your customs, immigration and quarantine checks.
- Do I pay the Bali levy if I am only transiting through Bali?
- Smartraveller says the exemption "applies to transit passengers and certain visa holders". If you visit Bali after arriving elsewhere in Indonesia, you still pay: Bali's 2023 regulation charges foreign tourists each time they enter Bali, whether directly from abroad or through other parts of Indonesia.
