Do I need an arrival card for Tonga?

No. Tonga doesn't ask visitors to fill in an online arrival form (also called an entry form, immigration card or landing card) before they travel. On arrival, declare cash over 10,000 pa'anga, restricted or dutiable goods and personal valuables worth 500 pa'anga or more on the customs declaration form.

Do I still need a visa for Tonga?

An arrival form is not a visa. Whether you need a visa or an electronic travel authorization depends on your nationality, so check Tonga's official immigration website or your own government's travel advice.
