How to fill in the Cambodia e-Arrival (CeA) form
The Cambodia e-Arrival (CeA) is one online form that replaces the paper immigration, health and customs forms for travellers arriving by air. UK FCDO says you must submit it if you arrive at Phnom Penh, Siem Reap or Sihanoukville international airports, though official wording differs (see below). It is free on the official site, www.arrival.gov.kh, and in the official Cambodia e-Arrival app.

Open the official formarrival.gov.khWhere and how to fill it in
- 1Open www.arrival.gov.kh, or download the Cambodia e-Arrival (CeA) app from the App Store or Google Play.
- 2Fill in the form. Cambodia's Ministry of Interior says it combines the immigration arrival card, the visa application form, the customs form and health information in one electronic form.
- 3Submit it within the 7 days before you arrive in Cambodia.
When to submit
Submit within the 7 days before you arrive in Cambodia. UK FCDO, Singapore MFA and the US State Department all give this window.
Official sources name Phnom Penh, Siem Reap and Sihanoukville international airports. An article on the economic diplomacy site of Cambodia's Ministry of Foreign Affairs and International Cooperation says Techo International Airport (KTI) replaces Phnom Penh International Airport and began passenger flights on 9 September 2025. Official sources do not say whether this changes anything for the e-Arrival, so check the official site.
Official sources give different start dates. A Ministry of Interior announcement gives 1 July 2024 for full implementation, while UK FCDO and Singapore MFA give 1 September 2024. Either way, the e-Arrival is in use now.
Cost
The e-Arrival is free on the official site. UK FCDO and Singapore MFA both say: "There is no charge for this."
A visa, if you need one, is separate and has its own fee. The official e-visa site is evisa.gov.kh, and the US State Department advises applying at least 7 calendar days before travel. For visa fees, UK FCDO advises checking with the Royal Embassy of Cambodia.
Who needs it
- UK FCDO: if you enter by air at Phnom Penh, Siem Reap or Sihanoukville international airports, you "must complete and submit" an e-Arrival Card.
- Cambodia's Ministry of Interior: all passengers must complete the electronic form.
- The US State Department's wording is softer: it says travellers "can also submit" the e-Arrival within 7 days before arrival. Because official wording differs, check www.arrival.gov.kh before you travel.
Fake websites: how to spot them
Singapore MFA names two official ways to submit: the website www.arrival.gov.kh and the Cambodia e-Arrival app. UK FCDO links to www.arrival.gov.kh.
- Check that the address is exactly arrival.gov.kh. It ends in .gov.kh, the Cambodian government domain.
- The official e-Arrival is free. If a site asks you to pay for the e-Arrival itself, it is not the official service.
- Get the app only from the App Store or Google Play.
Common mistakes
- Paying a look-alike site. The official e-Arrival is free.
- Submitting more than 7 days before you arrive.
- Leaving your visa too late. The e-visa on evisa.gov.kh is a separate application, and the US State Department advises applying at least 7 calendar days before travel.
Common questions
- Is the Cambodia e-Arrival free?
- Yes. UK FCDO and Singapore MFA say there is no charge for it on the official site. A visa, if you need one, has its own fee.
- When should I submit the e-Arrival?
- Within the 7 days before you arrive in Cambodia.
- Is the e-Arrival mandatory?
- UK FCDO says you must submit it if you arrive by air at Phnom Penh, Siem Reap or Sihanoukville international airports, and Cambodia's Ministry of Interior says all passengers must complete it. The US State Department's wording is softer: travellers "can also submit" it. Check www.arrival.gov.kh before you travel.
- Can I use an app instead of the website?
- Yes. The official Cambodia e-Arrival (CeA) app is available on the App Store and Google Play.
- Is the e-Arrival the same as an e-visa?
- No. The e-visa is a separate application on evisa.gov.kh, and the US State Department advises applying at least 7 calendar days before travel. Cambodia's Ministry of Interior says the e-Arrival form also includes the visa application form.
